Shawn S. Bullard   FRAeS

Shawn S. Bullard has an international reputation for being a well-respected team builder, policy developer, tactical strategist, systems innovator and start-up risk advisor who has paved the way for many successful tech-industry milestones. 

Before launching Duetto Group nearly 20 years ago, Shawn gained business experience as the vice president of government relations for an InterPublic Group Company (NYSE:IPG), and legislative experience as a senior congressional staffer to a long serving member of the House Armed Services and Transportation Committees, and as a policy director for the largest urban counties in America.  Shawn has provided policy development, government relations and public affairs consultation to some of the most disruptive industries, autonomous systems state-ups and trusted brands in the world, including Toyota/HINO, Ocean Aero, SkySpecs and NASA.

 

He has a passion for disruptive technologies and an eye for what is needed to ensure an organization achieves success. He played a pivotal role in the creation of the top performing FAA designated UAS Test Sites in the US, as well as a senior advisor to the first executive director of the FAA’s Alliance for System Safety of UAS through Research Excellence (ASSURE), the FAA's UAS Center of Excellence. He captured tens-of-millions of dollars in federal funding to launch the world’s first and only environmentally powered ISR Autonomous Underwater and Surface Vehicle.  And, he led the federal component that laid the foundation for one of the first-in-the-nation nanotechnology research facilities at a top-tier Carnegie Classification of Institutions of Higher Education R1 University.

Shawn is a Fellow of the London-based Royal Aeronautical Society (FRAeS) and serves as the Vice Chair of the Royal Aeronautical Society's (RAeS) Board of Directors' DC Branch, and as an active member on the RAeS Remotely Piloted and Autonomous Aircraft Systems Specialist Group (RPAAS SG) in London. He is the Advisory Board Chair at SkySpecs, a global renewable asset management company, with $42B of assets under contract, and was a founding member of NASA’s Advanced Air Mobility Ecosystem Working Group.  He holds a Masters degree from George Mason University’s Schar School of Policy and Government.   

 

William R. Voss   FRAeS

William R. Voss works with organizations who wish to introduce new technologies into the international aviation regulatory system.    He has over 40 years of senior-level executive experience in aviation operations and regulation.  He has served as an executive at FAA and the International Civil Aviation Organization (ICAO) in Montreal.  He is a past President and CEO of the Flight Safety Foundation, an independent non-profit organization that supports international aviation safety.   

 

He joined the FAA as an air traffic controller where he held several operational and staff positions.  He also served at FAA as an executive overseeing research, development, and acquisition of many of the FAA’s air traffic control automation and surveillance systems.  After a stint working in aviation internationally, he returned to the FAA as an executive in safety oversight of the Air Traffic Organization, and also served as an internal safety and regulatory advisor within the Department of Transportation.

 

He holds a master’s degree in Public Administration from the University of Oklahoma, and a bachelor’s degree in Aviation Maintenance Management from Lewis University.   He has earned a licenses as an Air Traffic Controller,  Airline Transport Pilot and Airframe and Powerplant Mechanic.   

William is a Fellow of the London-based Royal Aeronautical Society (FRAeS) and has served as the Chair of the Royal Aeronautical Society's (RAeS) Board of Directors' DC Branch.  He is an active member of the RAeS Remotely Piloted and Autonomous Aircraft Systems Specialist Group (RPAAS SG) in London.
