Shawn S. Bullard   FRAeS


Shawn Bullard has an international reputation for being a well-respected idea integrator in autonomous systems, having paved the way for many Unmanned Aircraft System (UAS) milestones. 

Before launching Duetto Group nearly 20 years ago, Shawn gained business experience as the vice president of government relations for an InterPublic Group Company (IPG), and legislative experience as a senior congressional staffer to a long serving member of the House Armed Services and Transportation Committees.  Shawn has served as a consultant to Fortune 500 Companies, state-ups and some of the most trusted brands in America, including NASA. 


More than a decade ago, he played a pivotal role in the launch of the Northern Plains Unmanned Systems Authority, which laid the foundation for the development of the top performing FAA designated UAS Test Site in the nation. ​As a guest speaker at the inaugural Unmanned Traffic Management (UTM) symposium at NASA Ames Research Center,  Shawn was the first in the nation to advocate the importance of meshing local, state and regional authorities into the UTM lexicon.  He is a founding member of NASA’s Advanced Air Mobility Ecosystem Working Group, and the Supply Chain Working Group, lead by the NASA Aeronautics Research Institute (NARI) in collaboration with US Air Force Agility Prime. 


As a seasoned idea integrator,  Shawn has shaped solutions at UAS Test Site Technical Interchange Meetings (TIM), and UAS Integration Pilot Program (IPP) meetings since the very first FAA sponsored meetings.  He served as a senior advisor to the first executive director of the FAA’s Center of Excellence (COE) for Unmanned Aircraft Systems Alliance for System Safety of UAS through Research Excellence (ASSURE). He shepherded the early concept spotlighting the need for an FAA UTM Pilot Program (UPP).  As a trusted advisor to the private and public sector since the early 1990’s Shawn has successfully drafted dozens of transportation, science and security priorities that have earned the President's signature.  


Throughout his career he has had the pleasure to serve on a handful of boards, but the most enjoyable have been the Royal Aeronautical Society Board of Directors (DC Branch), the National Press Club's Board of Governors, and as SkySpecs’ Advisory Board Chairman.  He holds a Masters degree from George Mason University’s Schar School of Policy and Government, and has proudly served on the Schar School’s alumni board.   In 2020, he earned the grade of Fellow of the Royal Aeronautical Society (FRAeS).
