He played a pivotal role in the creation of the top performing FAA designated UAS Test Sites in the US, as well as a senior advisor to the first executive director of the FAA’s Alliance for System Safety of UAS through Research Excellence (ASSURE), the FAA's UAS Center of Excellence. He captured tens-of-millions of dollars in federal funding to launch the world’s first and only environmentally powered ISR Autonomous Underwater and Surface Vehicle.  And, he led the federal component that laid the foundation for one of the first-in-the-nation nanotechnology research facilities at a top-tier Carnegie Classification of Institutions of Higher Education R1 University.

Shawn is a Fellow of the London-based Royal Aeronautical Society (FRAeS) and serves as the Vice Chair of the Royal Aeronautical Society's (RAeS) Board of Directors' DC Branch, and as an active member on the RAeS Remotely Piloted and Autonomous Aircraft Systems Specialist Group (RPAAS SG) in London.
